Yoon Choi Barker

Ms. Barker is an accomplished digital transformation leader with over 25 years of international experience, driving innovation and managing complex enterprise IT transformations across the public and private sectors.

In her current role as Deputy Director General of the Information Technology Department at the Asian Development Bank (ADB), she oversees the strategic direction of institutional digital initiatives, advances the organization's data strategy, promotes responsible adoption of artificial intelligence (AI), and strengthens IT governance. She is a passionate advocate for digital literacy, data privacy, and Responsible AI, ensuring that institutional practices align with leading global Standards.

Previously, Ms. Barker served as Director of Business Transformation, Innovation, and Analytics Service at the United Nations in New York, where she led technology and analytics programs in support of the UN Secretary-General’s “UN2.0” vision. Her extensive expertise includes directing large-scale ERP and CRM implementations, building effective cross-functional teams, and leading digital change across organizations. She has also held senior leadership roles at Oracle, Salesforce, and PricewaterhouseCoopers, where she championed business transformation and technology modernization.
