
Siobhan is a senior technical expert with 30 years of experience in digital transformation, including digital public infrastructure (DPI), digital public goods/Government Open Source, data and AI governance and safeguarding, digital startups and entrepreneurialism, and responsible digital innovation. Before co-founding Fenix Digital, she worked at USAID on the Digital Societies and Governments team, providing technical advisory support to USAID Missions and bureaus, as well as led on USAID’s contributions to US Government policy positions on digital development. She also co-founded a small business which published an open source software framework for international development solutions and has 15+ years of experience building and supporting web and mobile apps for public benefit.
Siobhan has a Master's in Anthropology of Development from the School of Oriental and African Studies (SOAS), University of London, and a Bachelor's from the School of Foreign Service (SFS), Georgetown University.
