
Senator the Honourable Dominic Alexander Smith serves as Trinidad and Tobago’s Minister of Public Administration and Artificial Intelligence, a portfolio created to align the modernization of the State with the responsible adoption of artificial intelligence, and to ensure that small island developing states are full participants in the digital transformation of governance.
Appointed to the Senate and Cabinet in 2025, Minister Smith leads one of the first ministerial portfolios in the Caribbean to combine public administration reform with the governance of artificial intelligence. In doing so, he is helping to position Trinidad and Tobago among the small states shaping, rather than simply receiving, the next wave of digital government.
An economist by training and an entrepreneur by experience, Minister Smith brings a strong blend of policy insight, digital expertise, and delivery focused leadership to public office. He holds a Master’s degree in Economics from The University of the West Indies, St. Augustine, and has built his career around a clear belief: innovation must deliver real improvements in people’s lives.
As Minister, his mandate is direct: end the lines, cut the paperwork, and rebuild the State around the citizen rather than the file. His portfolio focuses on public service modernization, digital government, improved service delivery, and the responsible use of artificial intelligence across the public sector.
Central to his vision is the conviction that digital transformation is not simply about technology. It is about restoring trust between citizen and State, closing the digital divide within and between nations, and ensuring that the next generation of public institutions is built on transparency, inclusion, and the dignity of the people they serve.
Minister Smith approaches this work with the belief that some of the most consequential digital transformations of the coming decade will not happen only in the largest economies, but in the states agile enough to build new institutions from first principles. Trinidad and Tobago, he contends, is one of them.
