
Rachida Aligy Ussen Mamade is a Senior Cybersecurity Officer at the African Union Commission (AUC), Department of Political Affairs, Peace and Security (PAPS). In her current role, she supports the AUC on matters related to cybersecurity, emerging technologies, and the implications of Artificial Intelligence (AI) for peace, security, governance, and stability in Africa.
A GovStack Women in GovTech alumni, She previously served as National Director for Planning and Studies at Mozambique’s Ministry of Communications and Digital Transformation, where she coordinated the Working Group responsible for the National Digital Inclusion Programme. She also held senior planning, statistics, and cooperation roles at the Ministry of Science, Technology and Higher Education.
Rachida has actively contributed to international cyber policy processes, including the UN Ad Hoc Committee on the Cybercrime Convention and the UN Open-Ended Working Group (OEWG) on ICT Security. She also supports the AU Advisory Group on Artificial Intelligence and its Impact on Peace, Security and Governance.
She holds a degree in International Relations and Diplomacy and a Master’s degree in Public Policy and Governance.
