Masayuki Yamada is Head of Data Unit at the Digital Agency, Government of Japan, where he leads national policy on open data, the Government Interoperability Framework, and AI-ready data infrastructure. As Program Director under the Cabinet Office BRIDGE Programme—a national initiative led by the Council for Science, Technology and Innovation (CSTI)—he directed the conversion of government-held legal data into AI training datasets. This resulted in the lawqa_jp dataset, which was presented at NLP2025 and applied to the Plamo large language model. Under his leadership, Japan rose from 23rd to 9th in the OECD OURData Index between 2023 and 2025. In 2025, he was a featured speaker at UN Open Source Week (New York), the Open Source Summit Japan, and a Meta-hosted expert roundtable whose findings were published in a joint Linux Foundation/Meta APEC report. He holds an MBA from the University of California, Irvine.
