
Ken Chibana is the director for the International Collaboration Planning Team, Bureau of Digital Services in the Tokyo Metropolitan Government. He oversees coordination with foreign cities and information dissemination in the digital government field.
He has built a diverse career. He joined the Tokyo Metropolitan Government as a civil servant in 2006. In 2013, during tenure at the Office for Youth Affairs and Public Safety, he served as a speaker at a special interest session of ITS World Congress Tokyo 2013, with the theme as “resilient ITS to support emergencies and major events”.
In 2016, Ken was dispatched to the Tokyo 2020 Organizing Committee where he was responsible for planning and coordination and operational readiness. During the Games, he worked as a director at Main Operation Center (MOC) and contributed to the smooth delivery of the Games.
He assumed his current position in 2026.
