
Joseph Andersen is the Senior Director of International Government Affairs and Head of Global Technology Policy for Alibaba Group, where he leads the development of the company’s policies relevant to AI, data, cloud, and other emerging technologies and serves as an advocate on technology policy issues around the globe. Prior to joining Alibaba Group, he led the government affairs function for Brocade Communications Systems, focused on issues related to cloud adoption, cybersecurity, data center modernization, and procurement. Before Brocade, he worked as the Director of Environment & Sustainability for the Information Technology Industry Council, the Director of Technology & Innovation Policy for the Telecommunications Industry Association, and the Director of Global Government Relations for Nortel Networks.
Joseph began his career as a software developer in his hometown of Orem, Utah. He graduated from George Washington University Law School (including international law studies at Oxford University) and earned his undergraduate degree from Brigham Young University. Active in public service, he has served as a city councilmember, an acting mayor, and on numerous boards and commissions. He is licensed to practice law in the State of Virginia.
He lives in Ashburn, Virginia, with his wife and three children.
