Hon. Sigmund Freund

Sigmund Freund is an attorney and the current Minister of Public Administration of the Dominican Republic. He holds a Law degree from the Pontificia Universidad Católica Madre y Maestra (PUCMM) and a PhD in Legal Sciences at Universidad Externado (Colombia). He also earned a Master’s degree in Administrative Law from Paris II University and a specialization in Telecommunications from the Institute of Telecommunications Administration of Canada. 

He has served as Executive Director of the General Directorate of Public-Private Partnerships (DGAPP) from 2020 to 2024 and is a professor of Administrative Law and Telecommunications Law at PUCMM. Freund is also the author of recognized works on administrative law and currently serves as political delegate of the Modern Revolutionary Party (PRM) before the Central Electoral Board.
