
Hon. Nthati Moorosi is the Minister of Information, Communications, Science, Technology and Innovation of the Kingdom of Lesotho, where she leads the national agenda on digital transformation and innovation. Her portfolio spans, the development of enabling policy and regulatory frameworks, broadcasting, science , technology and innovation, national library, expansion of digital infrastructure, and the advancement of inclusive digital services that support economic growth and public service delivery. Under her leadership, Lesotho is strengthening its Digital Government pillar, advancing digital public infrastructure, and fostering an ecosystem that supports entrepreneurship, emerging technologies, and digital skills development—particularly in areas such as artificial intelligence, cybersecurity, and broadband connectivity.
At the continental and global level, Minister Moorosi plays a prominent leadership role. She currently serves as Chair of the African Union Specialized Technical Committee on Communication and ICT, where she guides policy dialogue and coordination on Africa’s digital transformation agenda. She is also a Board Member of the ITU Telecommunication Development Bureau Innovation Board, contributing to global efforts to accelerate innovation ecosystems and digital inclusion. Through her engagement with platforms such as the International Telecommunication Union, Commonwealth Telecommunications Organization, and the Smart Africa Alliance, she champions open, interoperable, and inclusive digital ecosystems. At UN Open Source Week, she brings a strong perspective on leveraging open technologies, digital public goods, and strategic partnerships to expand equitable access to digital opportunities across the Global South.
