Minister of Efficiency, Innovation and Digital Transformation, Office of the Prime Minister, Jamaica

The Honourable Ambassador Audrey Marks is Minister of Efficiency, Innovation and Digital Transformation in the Office of the Prime Minister.

Minister Audrey Marks had previously served as Jamaica’s Ambassador to the United States and Permanent Representative to the Organization of American States. She holds the historic honour of being Jamaica’s first female Ambassador to the United States, and is the only person to have held the post three times, across four administrations.

Ambassador Marks’s work in strengthening Jamaica - U.S. bilateral relations and championing Jamaica’s interests at the OAS has been widely respected and impactful.

After demitting the office of Ambassador to the USA, she was appointed a Senator in Jamaica’s Parliament and a Cabinet Minister in March 2025. On 3rd September 2025, she successfully contested in the country’s General Elections and was elected as the first female Member of Parliament for the Manchester North Eastern Constituency.

Minister Marks is also a pioneering entrepreneur who transformed Jamaica’s financial landscape as the founder of Paymaster (Jamaica) Limited - one of the first companies in the world to offer internet-based, multi-transaction payment systems. Her business portfolio has spanned agriculture, transportation, real estate, and more, earning her recognition as an innovator and entrepreneur extraordinaire both locally and internationally.

She holds a Bachelor of Business Administration from the University of the West Indies and an MBA from Nova Southeastern University in Florida. Her commitment to public and private sector development has seen her serve on over 20 national and international boards, including becoming the first female President of the American Chamber of Commerce of Jamaica.

In recognition of her remarkable contributions, she has been awarded the national honour of The Order of Jamaica (OJ). Minister Marks has also received honorary Doctor of Laws degrees from both the University of the West Indies and the Northern Caribbean University.

Now, as Minister of Efficiency, Innovation & Digital Transformation, Ambassador Marks has been charged with the responsibility to drive Jamaica’s economic growth agenda by reforming the country’s bureaucracy and becoming a technologically enabled society. Her signature goal is to implement the government’s SPEED Program (i.e., Streamlining Processes for Efficiency and Economic Development) to shape policy, drive productivity, and ease of doing business in the country, while inspiring the next generation of Jamaican innovators.
