Hanna Shmagun is a Consultant at UNESCO Headquarters in the Natural Sciences Sector, Division of Science Policy and Basic Sciences (Science, Technology, and Innovation Policy Section). She also serves as Product Owner of the UNESCO Open Science Platform, leading its development since the project’s inception in December 2024. In her role at UNESCO, she also contributes to several initiatives advancing the Organization’s open science priorities and co-authors the UNESCO Science Report.
She holds a PhD in Science and Technology Management Policy from the University of Science and Technology (UST) in South Korea, with a dissertation titled Developing a Conceptual Model of Open Science Policy Design and Implementation Process. She also has over 5 years of professional experience at the Korea Institute of Science and Technology Information (KISTI), having been engaged in open science-related research.
Her current research and professional interests lie primarily within the open science and STI domains, with a focus on open science policies (especially open access), open science infrastructures, equitable scholarly communication, the intersection of open science and intellectual property law, as well as research assessment, recognition, and reward systems for open science practices. She has published on these topics in international journals (e.g., by SAGE, Cambridge University Press, and PLOS) and presented at various conferences and events (e.g., the Future Research Information Forum in Korea, NISO Plus, and the Munin Conference on Scholarly Publishing). She has been actively engaged in several international open science communities, including the Research Data Alliance, the Budapest Open Access Initiative, and the Harvard Open Access Tracking Project (OATP). Her additional interests, informed by her earlier academic, research, and teaching experience, include public sector digital transformation (particularly digital government and open data) and information law.
