
Dr. David Manset is a leading voice in open source, Digital Public Infrastructure, Digital Public Goods, and emerging responsible AI technologies. He serves as Senior Advisor on DPI and Open Source at the International Telecommunication Union, Telecommunication Development Bureau, where he leads the Open Source Ecosystem Enabler (OSEE) programme to scale national Open Source Program Offices (OSPOs), to develop and strengthen digital sovereignty and inclusion, while harmonizing open source policy across the UN system.
He is also Vice Chair of the Open Source United Community of Practice of the United Nations, supporting cross agency alignment and strategic coordination on open source adoption at scale. In parallel, he advances responsible AI developments through the GENIE.AI open source initiative, a responsible, sovereign and federated generative AI framework, and the GenAIforGood Challenge, mobilizing global communities to develop inclusive AI solutions for low and middle income countries, in collaboration with IEEE Humanitarian Technologies, and in alignment with the UN SDGs.
A researcher and tech entrepreneur, he has co-founded four international companies and two industrial groups, contributed to major European digital programmes, and received more than 15 international innovation awards. With expertise spanning artificial intelligence, blockchain, and data governance, he has advised the European Commission and multiple UN entities, and has contributed to international standardization efforts.
Dr. Manset holds an HDR from Paris Pantheon-Sorbonne, a PhD in ICT from the UWE Bristol, and an Executive MBA from HeC Geneva. He was named Knight of the French Order of Academic Palms in 2019 in recognition of his contributions to innovation and education.
