
Bakhtiyar Mukhametkaliyev currently serves as Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan. As a member of the Presidential Youth Personnel Reserve, he brings extensive experience in digital transformation, public administration, and technological development.
Bakhtiyar combines strong technical, financial, and managerial expertise. He holds degrees in Computer Engineering and Software, Finance, and an MBA. In addition, he completed studies in Information Technology at University of California, academic mobility at the Lee Kuan Yew School of Public Policy at National University of Singapore, and earned a Master of Public Administration degree from Nazarbayev University.
His professional career spans leadership roles at Qazpost, SamrukKazyna, BI Group, Government for Citizens State Corporation, as well as the Government Apparatus. Prior to his current appointment, he led the Center for Digital Government Support, driving key digital government transformation initiatives.
As Vice Minister, he oversees the development of IT-startups, digital infrastructure, the implementation of advanced technological solutions, and the strategy of Digital Qazaqstan.
