Armando Manzueta

Vice Minister of Innovation and Technology, Ministry of Public Administration of the Dominican Republic

Armando J. Manzueta serves as Vice Minister of Innovation and Technology at the Ministry of Public Administration of the Dominican Republic. He is a software developer and public policy specialist who works at the intersection of digital transformation, productive development, public innovation, and Digital Public Infrastructure. His current work focuses on strengthening state capabilities through the use of software and reusable data, as well as mission-oriented innovation to improve the delivery of public services.

Before assuming his current position, he held executive and technical roles in digital transformation and public policy across various Dominican government institutions, including the Ministry of Economy, Planning and Development, the Government Office of Information and Communication Technologies (OGTIC), the Central Bank, the Dominican Telecommunications Institute (INDOTEL), and the Ministry of Industry, Commerce and MSMEs (MICM). His experience spans national policies on digital government, cybersecurity regulation, MSME competitiveness, development of the entrepreneurial innovation ecosystem, financial innovation, public sector modernization, and the design of digital platforms to improve institutional productivity and evidence-based decision-making. He also has experience in the private sector, having worked in financial institutions and the technology industry, which provides him with a practical perspective on the relationship between regulation, markets, entrepreneurship, and digital transformation.

At the international level, Manzueta participates in expert and multistakeholder forums related to digital governance and innovation. He is a member of the United Nations Working Group on Digital Public Infrastructure, a founding member of the Dynamic Coalition on Artificial Intelligence and Data Governance of the United Nations Internet Governance Forum (IGF), Co-Chair of the Government Advisory Committee of the ITU OpenWallet Forum, and a former member of the Fintech Forum of ECLAC. He was also a founding member of the Dominican Fintech Association and of the Dominican Chapter of the Internet Society (ISOC). He has contributed to the development of the Dominican entrepreneurial ecosystem through startup acceleration, founder mentoring, innovation community building, and support for emerging ventures in sectors such as fintech, tourism, education, and agriculture.
